Fonkoze Announces Job Opening in Port-au-Prince, Haiti

Position: Director of Social Performance Monitoring and Market Research

Reporting to: Director, Fonkoze

Directly Supervising: Departmental staff (currently 12 field-based social impact monitors and 3 Port-au-

Prince-based supervisors)

Location: Port-au-Prince, Haiti

Summary

Fondasyon Kole Zepòl (Fonkoze) is Haiti’s largest, most innovative microfinance institution. Since 1994,

Fonkoze has worked to fight rural poverty in Haiti by providing its clients, mostly women, with access to the

financial and educational tools they need to realize lasting improvements in their lives. The institution

currently serves over 50,000 borrowers and 230,000 depositors, and operates out of 43 branches in all 10

departments of Haiti.

Since 2006, the Social Performance Monitoring and Market Research (Social Impact) department has

monitored Fonkoze’s progress toward achieving its mission of providing its clients with the tools they need

to escape poverty. The Social Impact department is currently comprised of 16 members dedicated to the

routine and systematic monitoring of Fonkoze’s clients and programs. Social Impact Monitors based in

branches throughout Haiti work alongside operations staff and interact directly with clients to collect social

and economic data and anecdotal information that help Fonkoze managers develop products and services

to better suit the needs of Haiti’s rural poor.

The Director of Social Performance Monitoring and Market Research is responsible for defining the

strategic priorities of the department and managing resources to achieve these objectives in collaboration

with Fonkoze leadership. The position requires a high level of written and verbal communication skills,

management ability, and an in-depth understanding of research, monitoring and evaluation methods. The

Director will also be expected to lead institutional learning initiatives and participate in sector-wide and

global dialogue around innovations in social performance management and emerging best practices. As

part of the Executive Leadership team, the Director of Social Performance Monitoring and Market Research

participates in defining the vision and strategy for the Fonkoze family of institutions as a whole.

Fonkoze is an industry leader in social performance monitoring and is taking an active role in the Social

Performance Task Force, as well as the Smart Campaign, which is a global initiative to promote better client

protection practices in microfinance. The new Director will have the opportunity to work with leadership

and staff throughout the organization to develop new tools and define monitoring systems for growing

programs (such as Chemen Lavi Miyò and TiKredi, programs for the extreme poor), evaluate new products

and services (micro-insurance and complaints hotline), and to champion priority client protection

initiatives.

Responsibilities:

  • · Manage a team of field staff in the implementation of tools to monitor the social impact of Fonkoze

programs on the lives of its clients.

  • · Manage tools used to measure poverty, food security, customer satisfaction and client progress;

train staff in the proper use of these tools.

  • · Develop program-specific quantitative and qualitative evaluation tools, as needed (e.g. baseline

survey, client interviews, case studies, focus groups, etc.); evaluate pilot programs.

  • · Oversee data collection efforts and the management of the department’s data management tool.
  • · Participate in branch director and regional director meetings to understand operational issues;

gather data to address these issues.

  • · Report to Fonkoze management (department heads, CEO, CFO, directors, etc.) on the data that is

collected in the field; provide updates for the Board of Directors and make presentations, as

requested.

  • · Collaborate with department heads, branch managers, and Central Office management concerning

market research and program evaluation projects.

  • · Promote internally Fonkoze’s social mission, as well as the work of the department.
  • · Interact with microfinance institutions, networks and practitioners in other countries concerning

emerging best practices in social performance management and client protection.

  • · Create and manage the department’s budget; track performance against the budget; work to secure

diverse revenue sources for the department.

  • · Manage the department’s human resources: recruitment, performance evaluations, leave, etc.
  • · Write grant proposals, articles for publication, Fonkoze’s Annual Social Performance Report, etc.
  • · Represent Fonkoze at local and international meetings and conferences.

Qualifications:

  • · Bachelor’s (four-year) degree in a social sciences field (sociology, psychology, social work,

anthropology), business management, marketing, or economics with a specialization in research or

program evaluation. A master’s degree strongly preferred.

  • · 5 or more years experience in qualitative and quantitative research, monitoring and evaluation, and

project management.

  • · Demonstrated leadership skills and prior management experience
  • · A commitment to fighting poverty and a strong interest in learning about social performance for

microfinance

  • · Ability to relate to people of diverse backgrounds and experience
  • · Ability to manage multiple and diverse projects in a resource-constrained environment
  • · Demonstrated problem-solving and data analysis skills
  • · Excellent English written and oral communication skills
  • · Haitian Creole language skills or willingness to learn required. French language skills also a plus
  • · Motivation, adaptability and self-initiative

Travel: The position requires travel within Haiti as well as some international travel.
